The University of La Verne operates as owner, lessee and contracted client a variety of transportation options, including a dedicated fleet of wholly owned vehicles. These owned vehicles include passenger shuttles and vans, cars, trucks and suburban's, carts, bicycles, and trailers for transporting equipment and utilities.
It is the policy of the University of La Verne, and exclusively administered by the Office of Transportation & Parking, to regulate and schedule the use, maintenance and timely repair of these vehicles. Furthermore, all University vehicles shall be used for official university business only. No personal use is permitted. The University vans and Suburbans are to be used to transport faculty, staff and students of the University. They are not to be used to transport or store equipment. Other than water, no food or drink is to be consumed in a University vehicle at any time.
Users of University-owned/operated vehicles are subject to the following standard costs, regardless of the length of time a vehicle is assigned to that individual/group/department:
- There is a .585 cents per mile user fee plus the cost of gas (effective 1/1/22).
- University vehicles are required to be returned with a full tank of gas.
- If a vehicle is returned with less than a full fuel tank, the vehicle will be refueled at a rate of $6.75 per gallon and billed to that department.
- Departments returning vehicles without cleaning out excessive dirt and trash, or that violate the no food and/or drink policy will be charged a $50.00 cleaning fee.
- Departments using University vehicles are responsible for any necessary repairs due to damage that occurs during operation.
- Parking citations, toll road charges and other charges to the University incurred while operating a University vehicle will be charged back to the department at the full cost of the fine/toll/fee plus a 20% administrative fee.
- Towing charges will be the responsibility of the Office of Transportation & Parking if the University vehicle is:
- Unable to be operated after mechanical failure;
- Unable to be operated after a traffic accident;
- Unable to be operated by the assigned driver(s) when those driver(s) become incapacitated and no other authorized driver is present.
- Towing charges will be charged to the assigned department if/when it has been determined that:
- The person operating the University vehicle was found to be primarily at fault in a traffic collision.
- The person operating the University vehicle is prevented from driving by a law enforcement official and there is no other authorized driver present.
The following regulations shall be in effect at all times when any person(s) are operating any University-owned/operated vehicle on or off campus.
- Vehicles may only be used for official University business.
- Personal use is prohibited and will result in denial of insurance benefits should an accident occur.
- Drivers must be approved by the University insurance company and MVR process.
- All drivers must complete the University van, suburban, and/or truck training program every four years.
- All drivers must be authorized to drive University vehicles.
- Drivers must be 21 years of age AND have at least three years licensed driving experience to obtain approval to transport passengers. University drivers transporting passengers may only be: Coaches, Assistant Coaches, Grad Assistants, Resident Directors, Administration or Faculty members.
- Drivers must be 18 years of age or have three years licensed driving experience for transporting University equipment – tables, chairs, canopies, sound systems etc.
- Drivers must be licensed to drive in the United States.
- Operating a University vehicle by anyone who has consumed or ingested alcohol, and/or a controlled or illegal substance or drug that impairs driving ability, is strictly prohibited.
- The possession of alcoholic beverages, firearms, or illegal drugs is prohibited inside University vehicles anywhere and at any time.
- Seat belts must be worn at all times by all occupants.
- The use of cell phones or personal listening devices while driving is prohibited.
- The use of tobacco of any form is prohibited in University vehicles.
- Food and/or beverages other than water are not permitted to be consumed in University vehicles.
- Trash, debris and personal belongings are to be removed at the conclusion of each trip. Also, windows must be closed, doors locked and lights off when the vehicle is not in operation. Failure to do so may result in a fine.
- Drivers must obey all local and state traffic rules, laws and regulations at all times.
- The University of La Verne will not be responsible for any moving violations or parking citations received by the driver.
- No animal or pet may occupy a University vehicle without the prior, written authorization of the Office of Parking & Transportation.
- Seats may not be removed from the University vehicles.
- Driving off paved road-ways must be authorized prior to the trip.
- Any damage(s) incurred is the responsibility of the department using the vehicles.
California Vehicle Code Section 233
- Except as provided in subdivision (b), a "bus" is any vehicle, including a trailer bus, designed, used, or maintained for carrying more than 15 persons including the driver.
- A vehicle designed, used, or maintained for carrying more than 10 persons, including the driver, which is used to transport persons for compensation or profit, or is used by any nonprofit organization or group, is also a bus.
- This section does not alter the definition of a school bus, school pupil activity bus, general public paratransit vehicle, farm labor vehicle, or youth bus. More information.
Forms and Authorization
The following forms must be completed before the assignment of any University vehicle is made to those persons/department. These forms include the following:
- Vehicle Request Form: All departments/persons who wish to use a University vehicle, or to request bus transportation quotes, must submit a Vehicle Request Form to the Transportation and Parking department for vehicle scheduling and confirmation of the reservation. http://sites.laverne.edu/parking/forms.
- Authorized Driver Request Form: It takes a minimum of two weeks to process a driver authorization request for new drivers: each new driver must be cleared and authorized to drive University vehicles. Departments and persons having successfully completed the prescribed training and application requirements shall be notified immediately of their approved status for University vehicle assignment and use.
